The EU Has Asked Caribbean Nations to Close Their Citizenship Programmes by 2028. Here’s What That Actually Means.

In 2025 the European Commission formally requested that the five Caribbean citizenship-by-investment states — Antigua & Barbuda, Dominica, Grenada, St. Kitts & Nevis, and St. Lucia — phase out their programmes by 1 June 2028, or risk Schengen visa suspension. It is not law. It has not been implemented. But it changes the risk calculation for anyone considering a Caribbean passport primarily for European travel, and it is the clearest signal yet of where the market is heading.
